What Is PTL (Permission to Lease)?
PTL is YEIDA's official permission allowing the transfer of leasehold rights from one person to another. Since YEIDA plots are leasehold, not freehold, the authority's consent is the legal foundation of every resale.
Why PTL is mandatory in 2026: without PTL, any transfer is treated as illegal by YEIDA. Mutation and the final lease deed will not be approved.
