Six Steps to a Clean Title
- 01
Verification & token
Verify allotment letter, seller identity, no-dues and physical demarcation. Pay only a small, documented token through a written ATS (Agreement to Sell).

PTL application
Apply for Permission to Lease on the YEIDA citizen portal with affidavits, allotment letter, possession letter, ID proofs, banker-certified photographs and departmental NOCs.
- 03
NOC & dues verification
YEIDA departments verify no-dues and raise objections if any. Joint verification of dues closes this stage.
- 04
Digital Transfer Memorandum
Both parties complete biometric verification and digital signatures. TM is issued in 15–30 days.
- 05
Registry within 90 days
Pay stamp duty (7%), transfer charges (2.5%), processing fee (1%), lease rent and PLC, then execute the Final Lease Deed registry within 90 days of TM issuance.
- 06
Mutation & handover
Post-registry, complete mutation in YEIDA records and take documented possession with fresh physical demarcation.
ATS, GPA & Will Are Not Transfers
An Agreement to Sell records intent, a GPA grants authority to act, and a Will governs inheritance — but none of them move the YEIDA lease. An "irrevocable GPA" is still not a transfer. Only the PTL → Transfer Memorandum → registry sequence mutates the title in YEIDA's records. Structure every payment milestone around these official steps, never around private documents alone.
