In 2026, YEIDA has made PTL (Permission to Lease) mandatory before any plot registry. PTL is the authority's official permission allowing the transfer of leasehold rights from one person to another.
Without PTL, a transfer is treated as illegal: mutation will not be carried out, the final lease deed will not be issued, bank loans will not be available, and the plot risks cancellation.
The process is straightforward: apply on the YEIDA citizen portal, submit the allotment letter, possession letter, affidavits, ID proofs and photographs certified by a banker, clear departmental NOC verification and joint dues verification, and the PTL is issued. After PTL, the digital Transfer Memorandum process can begin, and registry must be completed within 90 days of TM issuance.
